SECOR & COR Comparison

 

                Both a SECOR (Small Employer Certificate of Recognition) and a COR (Certificate of Recognition) are valuable certifications for your business to have. Both the COR and SECOR are voluntary programs run by the Government of Alberta. Your certifying partner what will determine what constitutes either a COR or SECOR, the ASCA (Alberta Construction Safety Association) has said a SECOR is for small businesses with no more than 10 employees as covered by your WCB account. The numbers will differ with each certifying partner. I will be using the ACSA criteria throughout this document. I will explain what each certificate requires, the process for obtaining a COR or SECOR, how long they are good for and the benefits of each.

 

SECOR

  • Must be a member or associate member of the ACSA. If your WCB account number is one of industries that has the ACSA as a certifying partner you are a member. Otherwise you will have to join as an associate member.
  • Register your business in the SECOR program by completing the SECOR application form
  • To participate in this program your business must have at least 1 full-time employee complete 3 courses offered by the ACSA. They are, Principles of Health & Safety Management (PHSM), either CSTS (Construction Safety Training System) or RSTS (Roadbuilder’s Safety Training System) or ESTS (Electrical Safety Training System) and Standard First Aid
  • Design and implement a Health and Safety program. Rampart Safety Services will work with you to design a program that fits your budget, needs and is compliant with legislation and industry standards.
  • The program, once implemented, must be is use for and have documentation for 3 months. After 3 months we will fill out the SECOR audit tool. All relevant documents must be attached (photocopies) and the completed audit tool and supporting documents sent to the ACSA. The wait time for evaluation can take up to 6 weeks.
  • Once all the documents are at the ACSA, they will review them and this could take up to 4 weeks. The ACSA may require further information at this time or clarification. Rampart Safety Services will be available to assist with any questions they may have. If approved the ACSA will submit a request to the AB. Govt for a SECOR for your business.
  • To maintain the SECOR, refresher training is required to be taken every 3 years. The employee who completed the 3 pre-requisite courses should be the person to take the maintenance course but it does not have to be. Any ACSA accredited course will be sufficient.
  • The benefits of a SECOR are a proactive workplace health and safety culture, reduction in incident rates and costs, lowering of WCB premiums (up to 20%), improvements in both efficiency and employee job satisfaction on the job. A safe worker is a productive worker.

COR

  • The initial steps are the same as with the SECOR i.e. Be a member or associate member of the ACSA, register for the COR program.
  • To participate in this program your business must have at least 1 full-time employee complete 4 courses offered by the ACSA. They are, Principles of Health & Safety Management (PHSM), Leadership for Safety Excellence (LSE), Alberta OH&S Legislation Awareness, Auditor Training Program (ATP). It does not need to be 1 person completing all 4 courses, you can have 2 people take 2 course or 1 person taking 1 course.
  • Design and implement a Health and Safety program. Rampart Safety Services will work with you to design a program that fits your budget, needs and is compliant with legislation and industry standards. Program must be running for a minimum of 3 months and have documents supporting this.
  • Contact to ACSA to arrange for your Certification Audit. Depending on the size and complexity of your business operation this audit could take up to 2 weeks. Rampart Safety Services will ensure that all required documents and training has taken place prior to this audit. We will also arrange for one of our staff to be present during the audit to answer any questions and provide clarification to you or the auditor.
  • In order the achieve the COR, your audit must have a score of 80% overall and no section lower than 50%. Rampart Safety Services will design a program that will ensure that your audit will go as smooth as possible and achieving an 80% will be easy.
  • Once the COR is achieved it will be valid for 3 years providing your business conducts Maintenance Audits yearly or a yearly Action Plan is conducted. Rampart Safety Services will assist with either of these to ensure your Health and Safety program is current and meeting your needs and goals.
  • After 3 years, an External Audit (Re-certification) Audit will be conducted. It will follow the same process as the Certification and Maintenance Audits.
